what to do if a levying officer won't sign a claim of Exemption.

Note a claim of Exemption paper, if levying officer refuses to sign left top portion, make a "Citizens Arrest " for "Perjury" (failure to do what one has sworn on oath to do".) 
Double note: the levying officer would have broke the exception laws written for the state. Which was sworn under oath to serve, protect, and up hold the law. 
First try to take this to your city police Chief remind him it's state law! Provide a copy of the Claim of Exemption paper and point out the exemption laws. 
For the levy officer by law should not hesitate to sign.
